On December 5, 2019 at Dushanbe Plaza State Enterprise there was held an official joint review meeting of the ninth-year implementation of the “National Health Strategy of the Republic of Tajikistan for 2010-2020” (summit-9), in which, the achievements and challenges of implementing the “National Health Strategy of the Republic of Tajikistan for 2010-2020” and the contribution of development partners were analyzed.

The meeting was attended by Deputy Prime Minister of the Republic of Tajikistan Azim Ibrohim, Minister of health and social protection of the population Olimzoda Nasim, representative of the Majlisi Oli of the Republic of Tajikistan, head of the UN Permanent mission in the Republic of Tajikistan Ms. Pratibha Mehta, Head of the WHO regional office for Europe Galina Perfilieva, development partners, representatives of a number of ministries and departments, heads of structural units of the MoHSPP and representatives of the media.
The meeting began with the singing of the National Anthem of the Republic of Tajikistan.

Mr. Olimzoda N.Kh., Minister of Health and Social Protection of the Population of the Republic of Tajikistan commenced the event noting that in the social policy of the state, the sphere of health care and social protection of the population is one of the important directions and is under constant attention of the President of the country, his excellency Emomali Rahmon. The government of the country in its social policy is constantly updating the sector year after year. In recent years, in order to accelerate reforms in the field of healthcare and social protection, the government has adopted a number of regulatory documents aimed at bringing the medical services in line with modern requirements. The Deputy Prime Minister of the Republic of Tajikistan Azim Ibrohim in his speech noted that on the eve of the next Message of the Founder of Peace and National Unity, the Leader of the Nation, the President of the Republic of Tajikistan, His Excellency Emomali Rahmon to Majlisi Oli of the Republic of Tajikistan, today’s meeting is relevant and symbolic, as every year the Messages of the Head of state are a guide for every citizen of the Republic and expands our opportunities for targeted and effective use of existing possibilities to increase economic and social potential. It should be noted that health and social protection issues, along with the four strategic priorities of the Government of the Republic of Tajikistan, are at the center of state efforts to improve the welfare of the people of Tajikistan. The Deputy Prime Minister further noted that within 11 months of the current year, with constant and thorough discussion of various aspects of medical and social services to each segment of society at meetings and consultations of the security councils, coordination on health and social protection of the population, migration and employment, protection of children’s rights, fight against infectious diseases, including tuberculosis, human immunodeficiency virus, malaria, drug addiction, etc. remain under close attention of the Leader of the Government of the Republic of Tajikistan.

Also opening remarks were made by Pratibha Mehta, Head of the UN Office in the Republic of Tajikistan, Galina Perfilieva, Head of the Permanent Mission of the WHO Regional Office for Europe in the Republic of Tajikistan.
Later, the floor was given to Ms. Saida Umarzoda, Deputy Minister of health and social protection of the population of the Republic of Tajikistan, who informed the participants with the achievements in the field of health and social protection for the ninth year of implementation of the “National Health Strategy of the Republic of Tajikistan for 2010-2019”.
During the official joint review meeting of the ninth-year implementation of the “National Health Strategy of the Republic of Tajikistan for 2010-2020” (summit-9) with the participation of deputy ministers of health and social protection of the population of the Republic of Tajikistan Ms. Saida Umarzoda and Mr.Shodikhon Jamshed, Head of the World Health Organization in Tajikistan Galina Perfilieva, heads of several departments and a wide range of journalists there was held a press conference.

During the press conference, media representatives raised questions about various areas of the National Health Strategy of the Republic of Tajikistan for 2010-2020 and received specific answers.
During the event, it was stressed that the Ministry of health and social protection of the population of the Republic of Tajikistan in 2019 carried out certain works to create a favorable infrastructure to ensure health and social protection of the population and improve access to quality, timely and highly qualified medical and social services.
It is gratifying that in recent years a number of international health-related events have been organized in the capital of our country, Dushanbe.
In particular, this year, at the initiative of the MoHSPP of the Republic of Tajikistan, many events related to various areas of health and social protection were held, such as the Congress of cardiologists and therapists of Asia and the Commonwealth of Independent States, international conferences on HIV infection, tuberculosis, malnutrition, patient care and others, as well as an international conferences on rehabilitation of disabled people and international conference on health of the Commonwealth of Independent States.

It should be noted that one of the priorities of the Ministry of health and social protection of population of the Republic of Tajikistan is the improvement and development of primary health and sanitary care based on family medicine.
On the basis of the state institution “Republican educational and clinical center of family medicine”, regional centers and intersectoral departments, 788 medical workers (80 doctors and 708 secondary medical workers) completed the period of retraining in the specialty family medicine. Along with this, 308 students, of whom 33 are doctors and 394 of them are secondary medical professionals, continue their studies in the training rounds. As for the qualification improvement 954 specialists of family medicine, including 372 doctors and 588 medical workers have graduated the course.
In General, the number of trained family doctors in primary health care institutions of the Republic is 4 283 people (80.3%, demand 5333), and the average family medicine workers-7704 (72.2%, demand-10 667 people).
In order to develop digital healthcare in the country with the support of the Government of the Republic of Tajikistan and attracting development partners “Sifat Innotech Invest” LLC together with the State Institution “Republican Center for Medical Statistics and Information” and other structures of the MoHSPP of the Republic of Tajikistan carry out beneficial cooperation step by step.

It should be noted that the LLC “Sifat Innotech Invest” was established in 2018 and is successfully operating under the motto “Partnership for the Establishment of Digital Tajikistan”.
The Republic of Tajikistan is one of the countries that is developing in the field of modernization of modern technologies. It should be noted that the progress of our country depends on a high level of economic development. The 21st century is not only the age of computer technology, but also the development and activation of “smart cities”, blockchain technology, 3D printers and Teletubbies, as well as the introduction of artificial intelligence in all areas of development of the world. The development of modern technologies, modern electronic and mobile equipment, the transfer of software in various areas of human life and the timely introduction of technological innovations are among the priorities of any country, and this will be a factor in the progress and development of society.

To ensure greater public access to complex and expensive operations, activities in this direction continued for 11 months of 2019. In particular, in the state institution” national scientific center for the connection of human organs and tissues ” to date, a total of more than 676 patients underwent kidney ligation surgery and 44 patients underwent liver ligation surgery.
In addition, in order to reduce the number of people traveling abroad for diagnosis and treatment, on the basis of the state institution “national scientific center for the connection of human organs and tissues” there is a Department of bone marrow attachment, until today 12 patients underwent bone marrow connection operations. It should be noted that up to now 125 foreign citizens have carried out joint operations in the Republic, including 29 people from the Republic of Azerbaijan, 41 from the Kyrgyz Republic, 31 people from Israel and others from various States of the far and near abroad. The state institution “Republican clinical hospital of Dangara district” has carried out 78 kidney operations, of which 9 are foreign citizens. For 11 months of 2019, 17 kidney operations were performed in this institution.

During the 11 months of 2019 in the State Institution “Republican Scientific Center for Cardiovascular Surgery”, Khujand Regional Center for Cardiovascular Surgery, Ibn Sina Private Medical Center and the Republican State Clinical Center for Cardiovascular Diseases total 1645 cardiovascular surgeries (11 months 2018 – 1512) 1586 angiography operations (11 months 2018 – 1221) and 539 angioplasty and stenting operations (11 months 2018 – 373) were carried out, as well as in medical facilities in the country for 11 months of 2019. 172 patients underwent surgical joints replacement to artificial joints (11 months 2018 – 175).
In order to achieve the ultimate goal and the effective implementation of the “Prevention and Control of Drugs in the Republic of Tajikistan for 2013-2023”, a sectoral action plan for various noncommunicable diseases and injuries for 2019 was developed and is being implemented.
In order to ensure the effective implementation of the strategy related to the world health day – April 7, the state Institute of gastroenterology of the Republic of Tajikistan held a centralized event in which free medical consultations, examinations and other diagnostic activities were offered by professors and senior medical professionals to the public.
This year, with the involvement of sectoral specialists of the MoHSPP, heads of republican medical institutions, senior teachers of the Republican Medical Higher Education Institutions and experienced specialists established “Health Caravan” and visited Kulob and Bokhtar cities of Khatlon oblast, Rasht region and Gorno-Badakhshan Autonomous Region. Along with the necessary diagnostics and recommendations, the specialists held public meetings.
To preserve the health of the population through the promotion of healthy nutrition, prevention of obesity and formation of a healthy lifestyle on October 2, 2019, the government of the Republic of Tajikistan approved the “program to combat obesity and promote healthy nutrition in the Republic of Tajikistan for 2019-2024”, prepared by an interdepartmental working group, in coordination with the relevant ministries and departments.
It should be noted that in order to prevent, diagnose and treat patients with viral hepatitis under the Law of the Republic of Tajikistan “On Public-Private Partnership” in the territory of the public institution “Gastroenterology of the Republic of Tajikistan”, the Center for the Control of Viral Hepatitis has been established with offices in cities and regions of the country to carry out its activities.
From 4 to 7 March 2019, a centralized information and diagnostic event ” Health Caravan of ” was held under the slogan “mother and child health in rural areas” in order to raise public awareness about the dangerous signs of pregnancy, timely detection of pregnant women with signs of pregnancy, their coverage of treatment and prevention of maternal mortality was carried out in cities and districts of the Republic. As a result, 7,069 women and children were examined and received medical care.
In order to improve access to medical care for children, the Ministry of health and social protection of the population of the Republic of Tajikistan issued order No. 994 dated October 30, 2018 “on the regulation of circumcision operations in the Republic of Tajikistan”, currently 580 specialized surgical rooms were created in the network of primary health care institutions in cities and regions of the Republic for the treatment of children, and for 11 months of 2019, 74,694 children had free operations.
A study of the epidemiological status of infectious diseases in the country for the first 9 months of 2019 shows that malaria, especially dangerous infections, such as cholera and typhoid fever, are not registered.
The MoHSPP in coordination other ministries has developed 10 regulatory and legal acts for the development, coordination and implementation of state social policy in the sphere of social protection of population during the reporting period and submitted to the Government of the Republic of Tajikistan for approval.

During the first 9 months of 2019, the board of the Ministry of Health and Social Protection held a meeting to discuss four issues of social protection: “issues of the implementation of the mechanism of appointment and payment of targeted social assistance to families and low-income citizens “(alternatively in 10 cities and districts) “ “preparation for the next season of sanatorium treatment in the health and social protection system, the activities of sanatoriums and resorts in this direction” implementation of the “National program of rehabilitation of disabled people” and “the process of medical and social examination of disabled people and workers.
At the same time, at the request of the Majlisi Namoyandagon of the Majlisi Oli of the Republic of Tajikistan, an analysis was made of the living conditions of families with two or more disabled people, as well as lists of women and men with children with disabilities in cities and regions of the country.
In 2019, the budget for the health care industry is foreseen 1 billion 740 million and 536 thousand somoni, which is 12,2% (189 million 600 thousand somoni) more compared to 2018 and 2.2% of GDP and 7.2%. of the state budget.
Only in the first nine months of 2019 in the Republic 44 rural health centers were built and commissioned at the expense of local budgets, entrepreneurs, investment projects and hashar for the sum of 24 million 25 thousand somoni and 78 health centers for the total amount of 14 million 253 thousand and 300 somoni.
It should be noted that 23 cooperation agreements and 32 intergovernmental commissions have been signed in the health sector. For the purpose of implementation of the signed agreements in the field of health and social protection of the population and implementation of points of the protocols, departments and divisions of the central office of the MoHSPP each three month sends quarterly information to responsible ministries and agencies.
At the end of the forum, resolution of the “National Health Strategy of the Republic of Tajikistan for 2010-2020” was adopted.
