On March 16, 2021 in the “Atlas” hotel of Dushanbe within the Maternal and Child Health Integrated Care Project under the Ministry of Health and Social Protection of Population of the Republic of Tajikistan, a working meeting on the implementation of the case-based financing mechanism in the Republic of Tajikistan was held. This meeting was attended by Muhsinzoda G.M., First Deputy Minister of Health and Social Protection of Population of the Republic of Tajikistan; I.S. Mahmudzoda, Maternal and Child Health Integrated Care Project Manager; Samvel Kharazyan, International Case-based financing Consultant of the MCHICP; staff of Ministry of Health and Social Protection of Population of the Republic of Tajikistan, development partners, representatives of executive authorities and medical facilities of Project pilot districts (Rasht, Faizobod, Shamsiddin Shohin) and Project Administration Group staff.
The meeting was opened by Mr. Muhsinzoda Gafur Muhsin, First Deputy Minister of Health and Social Protection of Population of the Republic of Tajikistan, who informed the participants about the main objectives of the Project and its activities, emphasizing the importance of creating a Case-based financing mechanism and proper preparation and its implementation. “Special attention should be paid to the development of electronic systems,” he noted.
Mr. Samvel Kharazyan, International Consultant on Case-based financing, explained the main methods of implementation of the Case-based financing mechanism in the Republic of Tajikistan. Relevant information was provided on the methodology of budgetary accounting, principles of Case-based financing and new approaches to inpatient financing.
Mr. Murodillo Latipov, an international IT consultant, provided information on the nuances of information systems for Case-based financing.
Mr. Saidali Amonovich Khafizov, Deputy Head of the Department for Economics and Budget Planning of Health and Social Protection, made a speech on the health financing reform, and then Mr. Farrukh Egamov, Health Specialist of the Interagency Expert Group on Health Financing Reform, made a presentation on the health reform in the pilot districts of Sughd Oblast.
