From September 20 to 28, 2022, in order to implement the Decree of the Government of the Republic of Tajikistan on the introduction of case-based financing mechanism in the structure of hospitals, within the framework of the “Maternal and Child Health Integrated Care” Project under the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan, the Working Group consisting of representatives of the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan, the Department of Finance of the pilot districts (Rasht, Faizabad and Shamsiddin Shohin), chief doctors of the central hospitals of the pilot districts and employees of the Project underwent an experimental exchange in the Republic of Armenia.
The working group held meetings with representatives of the Ministry of Health of the Republic of Armenia and advisers of the Ministry of Finance of the Republic of Armenia. At the same time, the working group visited the Yerevan Central Hospital and the regional hospitals.
During the exchange of experience, meetings were held on the following issues: healthcare financing reform in Armenia, main achievements, problems and prospects, introduction and development of the case-based financing system, implementation of an information system for monitoring and controlling case-based financing system, discussion of the program budget, healthcare financing, the role of the Ministry of Finance in clarifying the financing mechanisms for the treated cases, the role of the public health care as a payer, reforms in the field of the health care system financing and in particular at the level of hospital care, contracting process, calculation of programs and activities of the state budget, calculation of the hospital budget, registration of treated patients, general philosophy and main goals of case-based financing mechanism in Armenia.
The working group took an active part in the exchange of experience related to the implementation of case-based financing mechanism and were awarded certificates of participation.
