The Republic of Tajikistan received a grant from the Asian Development Bank (ADB) for the implementation of Maternal and Child Health Integrated Care Project in Tajikistan.
To implement the project, a Project Administration Group (PAG) was established. The role of the PAG is daily implementation of project activities, including operational and budget planning, hiring local and international consultants, procurement of work (construction and rehabilitation of healthcare facilities) and goods (medical and non-medical equipment), monitoring and evaluation of project progress, analysis of issues to determine the necessary actions and reporting to the Project Manager and the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MOHSPP).
To achieve these goals, the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan invites eligible citizens to apply for the following vacant position:
PAG Civil Engineer
Detailed responsibilities:
• Regular visits to construction sites;
• Regular quality control of construction works in accordance with specifications;
• Preparation of all necessary documentation and correspondence for the acceptance of contractors’ work in accordance with the approved project;
• Resolution of disputes with the contractor;
• Preparation of amendments to work contracts;
• Checking the availability and validity of all documents related to the contract (bank guarantees, social security, insurance, drawings, implementation schedule, etc.);
• Verification of the final invoice and all accompanying documents (design drawings, user manuals, etc.);
• Verification of all claims of contractors, suppliers and users;
• Consideration of completed work and coordination with the management of the Executive Agency;
• Checking the quality of supplied materials in accordance with specifications;
• Analysis and update of contractors’ work schedule.
• Performing other tasks as requested by the PAG manager.
QUALIFICATION REQUIREMENTS:
• Master’s degree in civil engineering or equivalent;
• Experience in the management and supervision of construction works;
• At least 5 years of experience as:
• Civil Supervision Engineer;
• Supervision of at least 3 construction projects;
• Evaluation of the work of contractors in terms of quality;
• Measurements and acceptance of the work performed by contractors;
• Experience in working with the leadership of ministries and local authorities is an advantage;
• Excellent command of Tajik and Russian languages and knowledge of English is an advantage.
Terms of contract:
Duration of the contract: initially 12 man-months on a permanent basis, subject to verification of the performed tasks results, and with a 3-month probation period.
PAG IT Specialist
The IT specialist will work closely with PAG Director, MoHSPP RT, PAG Manager, other PAG staff and consultants to accomplish the following tasks:
• Installation, configuration and support of the IT system for the PAG;
• Preparation of technical specifications for the purchase of IT equipment;
• Maintenance of the system to ensure its continuous operation;
• Assistance in the preparation of technical specifications for IT equipment purchased at the district level;
• Assistance in the development of data collection systems;
• Creation and organization of an electronic library for the PAG and its maintenance;
• Providing support to all specialists in matters of IT, software and database organization;
• Assistance in maintenance of the Project website.
QUALIFICATION REQUIREMENTS:
• Higher education in computer science, informatics, data and information management;
• At least 3 years of professional experience in:
– administration of data management communication systems (user and access management), including database maintenance;
– creation of a reporting system based on routine data collection;
• Mandatory knowledge of Russian and Tajik languages;
• Knowledge of English is an advantage.

PAG Communication specialist
PAG Communication specialistwill work closely with PAG Director, MoHSPP RT, PAG Manager, other PAG staff and consultants to accomplish the following tasks:
• Implement, monitor and update (if necessary) a communication strategy with all stakeholders and provide feedback to the MoHSPP/PAG/ADB management;
• Together with the IT specialist, constantly update the Project website, publishing all the necessary information;
• Organize seminars, round tables, meetings during the implementation of the Project, as well as baseline mid-term and final seminars;
• Establish relations with the media;
• Preparation of press releases, media publications, reports, etc;
• Organize communication and information transfer to all interested parties;
• Preparation of reports and support for their publication;
• Assistance to the employees of MoHSPP and other specialists of PAG in organizing meetings and seminars.
QUALIFICATION REQUIREMENTS:
• Master’s degree (university degree) in journalism, humanities or equivalent;
• At least 5 years of professional experience in investment projects (in the healthcare system (experience in the field of maternal and child health is considered an advantage));
• Experience in creating and updating websites;
• Experience in working with the media (establishing communication and providing feedback);
• Experience in organizing seminars, round tables, meetings, etc;
• Excellent command of Tajik, Russian, and good command of English.
