The Republic of Tajikistan received a grant from the Asian Development Bank (ADB) for the implementation of the Maternal and Child Health Integrated Care Project in Tajikistan.
A project administration group (PAG) was established to implement the project. The role of the PAG is in the day-to-day implementation of project activities, including operational and budget planning, recruitment of local and international consultants, procurement of works (construction and rehabilitation of health facilities) and goods (medical and non-medical equipment), monitoring and evaluation of project progress, analysis of issues to determine the necessary actions and reporting to the Project Director and the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MoHSPP).
To achieve these goals the MoHSPP of the Republic of Tajikistan invites eligible citizens to apply for the following vacant position:
Chief Procurement Specialist
Responsibilities:
The Chief Procurement Specialist will work closely with the Director/MoHSPP,
PAG Manager, PAG Financial Specialist, Health Financing Specialist (HFS), the
KMU support firm (Quality of Health Services), and other PAG staff to perform
the following tasks:
Regularly update the procurement plan;
Prepare all tender documentation and contracts for services (consultant recruitment), works (construction), and goods (equipment);
Prepare Requests for Quotations (RFQs) for small contracts (e.g., training and capacity building);
Manage and oversee all procurement processes;
Organize pre-tender meetings as required and prepare minutes;
Prepare responses to “Requests for Clarifications” from bidders;
Assist MoHSPP in establishing tender evaluation committees;
Monitor and manage contract documentation;
Prepare contract amendments and supplements as needed;
Ensure the presence and validity of all relevant contract documents (bank guarantees, social insurance, insurance policies, plans, etc.);
Ensure timely approval, signing, and publication of all documents;
Prepare responses to inquiries from stakeholders, including government, NGOs, contractors, suppliers, consultants, and ADB.
Qualifications:
Master’s degree in Economics, Finance, Procurement Management, Logistics, or other related fields;
At least 5 years of practical experience in procurement, preferably in international organizations;
Experience with ADB and/or World Bank-funded projects is an advantage;
Fluency in Tajik, Russian, and English is required;
Excellent computer skills and familiarity with procurement management software;
Ability to effectively plan, coordinate, and manage procurement processes and work in a team;
Knowledge of transparency, competitiveness, and compliance principles in accordance with international financial institutions’ procurement rules.
Terms of Engagement:
The initial contract will be for 12 person-months, with the possibility of
extension based on performance and project needs, including a 3-month probation
period. Salary: USD 1,000 per month.
